It's not a universal rule, but it typically means that a band takes their sound seriously when they give a boring numeral title, such as II, to their album. This is meant as a compliment, not a slight, because Bothers II is a heavy and calculated record. It's familiar enough to bring comparisons to mind, yet original enough to make it hard to classify.
It's punk at heart, but super heavy heavy and a little plodding, and then when you're ready to slap a hardcore or noise-like label on it, they surprise you with some classic rock 'n' roll chops. But they also keep it concise, without those bloated 6-minute songs that tend to kill the momentum.
